TECHNICAL CONSULTANCY TOWARDS ASSESSMENT OF THE STATE’S PROGRESS IN IMPLEMENTING THE UPR (2ND CYCLE) RECOMMENDATIONS ON MEDIA FREEDOMS, FREEDOM OF EXPRESSION AND DIGITAL RIGHTS.

ABOUT THE NATIONAL COALITION OF HUMAN RIGHTS DEFENDERS

The National Coalition of Human Rights Defenders Uganda (NCHRD-U) is a registered organization of various organizations and individual Human Rights Defenders (HRDs) that was formed in 2013. It seeks to strengthen the work of HRDs throughout the country through synergy and collaboration at national and international level to enhance the protection mechanisms for HRDs and their capacity to effectively defend human rights. NCHRD-U focuses its work in all regions in Uganda.

NCHRD-U’s purpose is to protect and promote the work of HRDs in safe and secure environment through linkages with national, regional and international entities. Individuals and organizations working to promote the protection of Human Rights Defenders (HRD) in Uganda. 1.0 .INTRODUCTION

During the Human Rights Council twenty-sixth session from 31 October to 11 November 2016, the Working Group on the Universal Periodic Review, established in accordance with resolution 5/1, undertook the review of Uganda during its 7^th meeting, on 3 November 2016. The delegation of Uganda was led by the Minister for Foreign Affairs, Sam K. Kutesa.   On 8 November 2016, at its 13th meeting, the Working Group adopted the report on Uganda.  The process which was rapporteured by the troika of Mongolia, Morocco and Portugal attracted list of questions prepared in advance by Belgium, Czechia, Germany, Ireland, Mexico, the Netherlands, Norway, Slovenia, Spain, Sweden and the United Kingdom of Great Britain and Northern Ireland was transmitted to Uganda through the troika to inform the review.  During the interactive dialogue with the Government of Uganda, 82 delegations from 82 countries made various observations, comments and eventually recommendations to Uganda.

Uganda accepted 143 recommendations from the various States. It deffered 18 recommendations and rejected 65 touching on various aspects of human rights. Among the many all of the recommendations were some that have a great impact on the working environment of human rights defenders in Uganda.  Uganda is currently in the implementation stage of its 2^nd cycle of the UPR review. It is anticipated that around or during January/February 2022,Uganda should be undergoing review to assess the progress of the implementation of the 2016 recommendations thus far, examine the challenges being faced in its quest for implementation and come up with potential solutions/recommendations that can be employed to guide Uganda in its efforts to implement in the remaining period before its 3^rd cycle due in 2022.

As CSOs, it is vital, in tandem with their critical role of monitoring, documenting and reporting on the progress of recommendations to undertake an assessment of the progress of the State in implementing the same, with a view to engaging the State strategically to contribute or compliment to its efforts of implementation.  As the coordinating entity of the CSO National Stakeholders’ Forum on the UPR, the National Coalition for Human Rights Defenders in Uganda with support of Small Media UK seeks to engage the services of a consultant to undertake assessment on the state implementation of the UPR recommendations specific to Uganda on Media freedom, freedom of expression and digital rights.

2.0 DESCRIPTION OF THE ASSIGNMENT

The purpose of the assignment is to undertake an assessment on the state implementation of the UPR recommendations to Uganda on media freedom, freedom of expression and digital rights.

3.0 EXPECTED DELIVERABLES

The required outputs from this consultancy shall include but not limited to;

1. A comprehensive report reviewed and refined on the Status of the 2016 UPR recommendations to Uganda with regard to media freedom, freedom of expression and digital rights;
2. Policy briefs and/or matrix describing the Summary of the state implementation of the 2016 recommendations to Uganda specifically on media freedom, freedom of expression and digital rights for advocacy purposes and easy dissemination;

4.0 DURATION OF THE ASSIGNMENT

The assignment is expected to be carried out over a period of 21 working days from the inception date.

5.0 REQUIREMENTS/QUALIFICATIONS OF THE VYING CONSULTANT

The Consultant should have the following competencies:

1. University degree in relevant field of mass communication, journalism, human rights development studies, social sciences, law and Masters in any of the aforementioned field shall be an added advantage;
2. Over 5 years’ experience working in human rights, rule of law, and good governance field with particular attention to skills in monitoring, documentation and reporting on State implementation of its regional and international human rights system obligations;

• Experience in the understanding and workings of the UPR process under the United Nations Human Rights System.

1. Excellent research, writing and presentation skills;
2. Demonstrated ability to complete multifaceted tasks in an apt manner and convey quality results.

1. A technical proposal including a proposed work plan and details of similar tasks completed successfully;
